conda create env using yml file - ResolvePackageNotFound error keeps changing

I am using Ubuntu 18.04. I am trying to programming use conda to create an environment Learning through the yml file from this GitHub Earhost repository most effective https://github.com/thanard/causal-infogan.

The command is conda env create -f wrong idea tf14.yml and the file tf14.yml is use of case described below.
